Or the tubes can be filled with air to form a cushion, protecting the inside and outside of structure. A hinging tube on top that is stitched for lifting poles. The lifting poles interlock together. A mooring system to lift the device into place rapidly. Interlocking tracks to lock corners and extender to form the overall barrier wall for protection.
