Schedule (major events) The following is a tentative schedule based on the vessel’s operations schedule. Dates will be confirmed as the vessel’s schedule becomes better defined. Offeror’s ship check Shipcheck was held February 2009. Proposal Due Date 30 days after release of solicitation. Award contract Contract award will be made on or about 1 Jun 2009. Post Award Conference/Kickoff Meeting To be held within two (2) weeks of award. Preliminary Design To be submitted within 60 days of contract award. This is to include the preliminary design, the contractor’s plan of action with baseline schedule and milestones. Design Review Meeting #1 To be held two (2) weeks after the contractor’s submittal of the preliminary design to MSC. Design Verification Shipcheck There will be a window available for the contractor to perform a detailed shipcheck 60 to 90 days after contract award. Final schedule will be based on the vessel’s operations schedule. The shipcheck will take place in a Foreign Port TBD. The ship check will either be a twenty one (21) day window at the dock or a 30-45 days ship ride with a five (5) day availability at the dock. Ship riders must be US citizens with secret clearances. Design Verification Shipcheck Report To be submitted within two (2) weeks after the completion of the design verification shipcheck. Develop Mock-up Plan Mockup plan is to be submitted thirty (30) days after completion of the design verification shipcheck. Design Review Meeting #2 To be held two (2) weeks after the contractor’s submittal of the Mock-up Plan to MSC. Detailed Design and Construction Detailed design and construction is to start after completion of Design Review Meeting #2. Design Review Meeting #3 To be held midway through the contractor’s detailed design. SCR Factory Testing There are two (2) possible SCR tests. (1) ABS environmental testing. This testing is to take place early in the contract schedule so as to not delay the ABS and USCG submittals. If the equipment already has ABS type approval (or ABS accepted equivalent) this test may not be required. (2) ABS required final factory testing. Onboard SCR Test A two (2) week window will be provided for the onboard SCR testing during calendar year 2010. Final schedule will be based on the vessel’s operations schedule. The testing will take place somewhere in in a Foreign Port TBD. This test shall not be run until SCR Factory Test items (1) and (2) in section 5.14 have been completed. Combined Factory Acceptance Testing To be completed at least One (1) month prior to the beginning of shipboard installation. Installation and testing of equipment There will be a 90 day rip-out, installation and dockside testing window provided. This will take place Nov 2010 – Jan 2011. The vessel will be located in the continental USA during this time period. Sea Trials Two sea trials will be held after the completion of the installation and dockside testing. Contractor’s Sea Trails will be held after the installation and commissioning window followed two (2) weeks later by Acceptance Sea Trials.
