The bid against this tender enquiry are invited on two envelopes system basis. The bids shall comprise a single package containing two separate envelopes. Each envelope shall contain separately the “Technical Proposal” and “Financial Proposal” 2. The envelope shall be marked “Technical Proposal” and “Financial Proposal” in bold and legible letters to avoid confusion. 3. Initially, only the envelope marked as “Technical Proposal” shall be opened. 4. The envelope marked as “Financial Proposals” shall be retained in the custody of SNGPL without being opened. 5. SNGPL shall evaluate the “Technical Proposals” in accordance with the terms and conditions of the tender enquiry without reference to the price and will reject any proposal which do not conform to the specified requirements. 6. During the technical evaluation no amendments in the technical proposal shall be permitted. Therefore, bidders are required to submit their offers complete in all respects. 7. After the evaluation and approval of the “Technical Proposal” the company shall within the validity period, publicly open the financial proposals of the technically accepted bids only at a time, date and venue announced and communicated in advance. 8. The “Financial Proposals” of the bids found technically non responsive shall be returned un-opened the respective bidders. Bid Bond You will be supplying Weld Neck & Blind Flanges . When we submit the bid it will be on your letter head and we will be submitting as your local agent for this tender. With this tender you will send bid bond (Bank Guarantee) in name of the client which is 2% of the total C&F Value because it is foreign purchase and only foreign companies are allowed to participate. This bid bond is refundable in either case whether we win or lose. It is a sort of guarantee that if you win then you can not back out. As you know it is a sort of precaution to avoid the fake bids. Mode of shipment will be by sea through PNSC (Pakistan National Shipping Corporation). Please tell us the freihgt by sea to Karachi. 6. To advise exact port of shipment and country of origin of material. 7. To indicate approx shipping specification i.e. weight and measurement of the package etc. 8. To confirm that in case of an order payment will be made through an irrevocable and confirmed letter of credit whereas payment through cheque is not possible.
