The principle of this locking cap is that during the period the hydrant is not in use, we need to lock the outlet with the cap, to avoid unauthorised operation (attach the cap key as a adapter to the hydrant key, to fasten the cap onto the hydrant outlet), when this hydrant is in use, unlock the cap with hydrant key with cap key, then put the standpipe on to the outlet.
