Basically, it would involve some type of gravity feed to put a stream of alloy powder through an annular flame for enough dwell time to remelt the particles (at least partially). In effect, this setup could resemble a much larger version of a conventional, low velocity oxy-fuel thermal spray torch. Or possibly a series of annular burners arranged vertically.
