1. Pre-printer cards containing micro-printing or ghost printing with the front and reverse each showing agreed patterns 2. The ID cards shall be CR 80 type cards, (85.6 mm x 54 mm x 0.50mm) 3. The cards will be printed on the front with the registrant’s details and color photograph and on the reverse with the voter registration centre details along with a readable 21 digit barcode and integrated security code 4. There will also need to be a signature strip on the back 5. The type print will be in black only and should be such as penetrate or bond to the outer layers of the card so that it cannot be erased or changed without the change being evident 6. The shape of the card must have rounded corners and must provide high image quality, medium flexibility and temperature durability 7. The card must have a minimum of tow non-reproducible security features (e.g. watermark or ghost image) as well as a hologram (break-out pricing) of the NEC crest/logo on the front of the card. 8. The features of the card must include good protection against moisture and chemicals and must have good resilience to scratches. 9. The materials used in the production of the card must not be toxic and must not contain contaminants 10. The ID cards for each registration center/polling station will be printed separately to avoid mix up and pre-packaged per registration center by the vendor producing the cards 11. The ID cards shall be produced and packed in alphabetical order, following the exact order the data is provided to the supplier 12. The cards must be packed in small boxed of 500 and labeled with the first ID card’s name and the last ID card’s name along with the registration center name and number (along with a decimal number for each box to ensure the order of the smaller boxing for each registration center is clear) 13. The smaller boxes of 100 cards shall be additionally packed in sturdy special cardboard boxes that are labeled by registration center name and number. The boxes shall be in a ready state for dispatch. Cards from two registration centers shall not be boxed together; however, more than one box may be needed for a center 14. Each Registration Center shall have included, a list of all cards, by voter ID number, that are contained, in the order they are packed. This list shall be a measure of quality assurance that 15. Packing must be free from pollution or residual dust from cutting cards 16. The card package must be such so that the cards are sitting on their edges like library cards for ease of sorting 17.
