We represent RFNC-VNIIEF (Russian Federal Nuclear Center - All-Russian Scientific Research Institute of Experimental Physics), (Sarov, Russia), Scientific and Technological Center ?Medpolymer?, (St.-Petersburg, Russia), Scientific Research Institute ?Plastpolymer?, (Yerevan, Armenia) and are contacting You with a request of Your support. Our institute has prepared a Proposal on Project ?Making High-Performance Ecologically Safe Vibronoise Absorbing Composite Materials Based on Polyvinylacetate Plastics? and will submit it to the International Science and Technology Center (ISTC) with a proposal to conduct research in this area. A short description of the project is given in the attached file. The ISTC (http://www.istc.ru) is an intergovernmental organization which funds peaceful scientific research at institutes such as (CIS Institute). One of the ISTC objectives is to promote the integration of weapons scientists and engineers from the Commonwealth of Independent States into the international scientific community, by providing financial support for basic and applied research. The ISTC accomplishes this by establishing links between CIS scientists and foreign technical advisors ? known at the ISTC as collaborators. In this regard, I would like to request that (Collaborator Company) act as collaborator on this project. Collaboration does not require funding, and may consist of information exchange during project implementation, joint symposia, seminars, meetings, and/or consultations. Please inform us of your decision by e-mail: bochkarev77@rambler.ru, medpol@ip12226.spb.edu Sincerely, Bochkareva Natalia Nikolaevna Project Manager Short description of project Increasing demands to the quality of human life raise the problems of eliminating the negative effect of further urbanization of megacities, modern high-speed and high-power engineering systems on man?s environment and the nature itself. One of today's major problems is to ensure ecological safety of big cities and control vibration and noise. Taking into account wide branching of this complex problem which requires participation of qualified technical experts who have experience in making complex composite vibronoise-protective systems as well as practicing physicians involved in the investigations of vibration and noise effect on the human health, the given project will serve scientific research and development of innovative effective means facilitating decrease of vibration and noise to allowable levels rather than limiting the technological progress due to prohibitive levels of vibration and noise. Of course, these problems require applying the system approach for solving interdependent and interrelated tasks by efforts of specialists of various expertise to achieve the real ecological results. Therefore, an urgent need has arisen of extending scientific research in the field of studying the specifics of biological and biomechanical processes in the human organism exposed both to a short and long-term vibration, as well as the reasons of vibration and noise occurrence and the methods to eliminate them (vibrodamping). In dealing with these phenomena of practical importance are the composite polymer materials and their possible types and modifications being developed using mathematical methods of their modelling as well as predicting vibro-acoustic characteristics of technical facilities at the stage of development and designing. Complexity of designs of modern mechanisms and machines make vibronoise-absorbing composite materials, like mastics, more preferable as such materials possess exclusive adhesive properties, can be applied to any curved (complex) surfaces, they are strong, nontoxical, nonflammable, affordable at a reasonable price and have long term of operation. Vibrodamping materials differ basically in frequency range of effective performance and operating temperature interval. For such materials the composites based on thermoreactive binding agents with solid and liquid fillers, including those based on polyvinylacetate plastics, are used. The main requirement to them is increase of the loss coefficient and extending the operating temperature interval of vibronoise-absorbing layer. The goal of the submitted project is to make high-performance composites based on dispersions of vinyl acetate copolymers with other comonomers (dibutyl phthalate, dibutyl maleate, etc.) including various fillers (graphite, rubber, epoxide resins, etc.) thus allowing to achieve the given physicomechanical parameters of vibronoise-absorbing coatings on demand of developers of mechanisms and machines, construction objects and buildings who know the sources of vibration and noise. Creation of such composite materials for shipbuilding, aerospace, motor- and railway transport will make it possible to successfully use them in new areas, for example in megacities - in civil construction, large air conditioning and heating systems in hyper-and supermarkets, in high-speed elevators of skyscrapers, in mechanisms and machines of general civil use and, of course, in cruise ships, aircraft, railway and motor transport of any class. Creation of innovative materials based on thermoreactive binding agents such as water dispersions of polyvinylacetate at minimal energy expenses, without toxic, fire-dangerous solvents and fillers, will allow to solve one of the main tasks that is ecological safety of the materials that are used for vibro-sound absorption and their role for the environment. Besides research and specifying the optimal structure of composite vibrosound-absorbing material, the matters of choosing a place of applying and the areas of vibro absorbing layer to achieve the maximum effect still remain unexplored today.
