However, there are only 300 full-time employees in China’s State Environmental Protection Administration (compared to 6000 in the US EPA) and China admitted that at least 31 billion ( 2.2% of its GDP) is needed to keep the environmental situation from deteriorating further. As a developing country, China inevitably had to import foreign technology and equipment, thus it brought enormous unfulfilled investment potential for American companies. A lot of international companies like Johnson and Johnson, Shell, P&G, etc have started investing large amount of money in China’s environmental protection to meet China’s and their own profits.
