Campbel ( UK ) states that by impact loading resistance of deformed metal obtained from the punch is greater than the one from the anvil , but Meshanchuk ( USSR ) states that by impact loading resistance obtained from the punch is smaller than the one obtained from the anvil up to two times ; Taylor and Koslov stated , that strength of the steel specimens deformed by machine- gun were increased by increasing the speed of deformation, but Shulz and Kanonenko stated that the one deformed by cannon is reduced by increasing speed of deformation , Rakhmatulin , Hopkinson , Taylor , Pisarenko Rabotnov and many others in their theoretical works came to conclusion that Dynamic strength of metals are higher than the Static one, not interpreting existing conflicts . SOLUTIONS OF NEW MECHANICS 1- New interpretations results of previous authors, remove most existed conflicts between their results, and made results of previous authors more valuable ; 2- Relations between Type of loading and strength of deformed body during and after deformation the metals; 3 –Connection type of loading with some physic mechanical properties of deformed metals. 4- Strength of deformed metal being relative, the relation between the punch and the anvil strength of deformed body is stated as function of the Type of loading, the Type of Loading being stated by NM . 5- Base Yield and Tensile Strength of Metals being the same , independent of the speed of deformation , of geometry of deformed specimens , and of construction of the testing machine, are stated by removing from data obtained in the common testing machines the inertia component ; GENERAL PROPERTIES OF APPLICATION Quality .
