Notice to Bidders Inquiry (采购产品): Notice to Bidders CASH CONTRACT NO. 656-2 9255 Imperial Highway Underground Storage Tanks Removal Project, Phase 2 (CC656-2) Sealed bids will be received at the office of the City Clerk of the City of Downey until 11:00 AM on March 6, 2006, at which hour the proposed bids will be publicly opened and read in the City Hall at 11111 Brookshire Ave, Downey, California for Cash Contract No. 656-2 9255 Imperial Highway Underground Storage Tanks Removal Project, Phase 2 (CC656-2). This project generally consists of excavation and disposal of six abandoned-in-place 2000-gallon underground storage tanks located at 9255 Imperial Highway, between Clark Avenue and Bellflower Boulevard. The work to be undertaken also includes removal of any contaminated soil found below these underground storage tanks, and backfilling the excavation. The Contractor shall be responsible to perform work reasonably possible to the satisfaction and approval of the governing agency, with closure and no further action approval. The Contractor shall also be responsible for obtaining all required permits, soil sampling, testing, shoring, backfilling, compaction, preparation of closure reports and all appurtenant operations thereto necessary for the proper completion of the contemplated work. The work shall be done in accordance with Construction Documents and Specifications entitled Cash Contract No. 656-2, on file in the office of the City Cashier at 11111 Brookshire Avenue Downey, California, where they may be examined and copies obtained. Specifications shall be available at a cost of $20.00 per set. The cost of said Specifications is non-refundable and purchased Specifications need not be returned. Construction Documents and Specifications may be mailed for an additional charge of $12.50. Bids will be opened publicly after 11:00 a.m. of said day at City Hall. A pre-bid job walk is scheduled for Monday, February 27, 2006, at 10:00 A.M. at the site. BIDS MUST BE MADE ON THE PROPOSAL FORM INCLUDED IN THE CONSTRUCTION DOCUMENTS AND SPECIFICATIONS FOR CASH CONTRACT NO. 656-2 9255 Imperial Highway Underground Storage Tanks Removal Project, Phase 2 (CC656-2). Each Bid must be accompanied by a certified check drawn on a solvent bank, payable to the City of Downey, for an amount equal to ten percent (10%) of the total maximum amount Bid or by a satisfactory corporate surety bond for said amount and so payable, as a guarantee that the successful Bidder will within ten (10) days from the date of the award of the Contract, enter into a valid Contract with the City of Downey for said work in accordance with said Specifications. The successful Bidder will be required to submit Corporate surety bonds with the Contract. A bond in the sum of one hundred percent (100%) of the Contract price shall be furnished, guaranteeing the faithful performance of said Contract, and a bond in the sum of one hundred percent (100%) of the Contract price shall be furnished for the protection of all laborers and materialmen. The prevailing wage scale for this project shall be in accordance with GENERAL WAGE DETERMINATIONS BY THE STATE OF CALIFORNIA, DIRECTOR OF INDUSTRIAL RELATIONS, PURSUANT TO CALIFORNIA LABOR CODE PART 7, CHAPTER 1, ARTICLE 2, SECTIONS 1770,1773 AND 1773.1 on file in the office of the City Clerk of the City of Downey. The Contractor shall not pay less than the prevailing wage. Pursuant to Section 3300 of the Public Contract Code, the City has determined that all bidders (prime contractors) shall possess a valid State of California Contractor’s License in the Classification of A, “General Engineering Contractor”, and the HAZ, “Hazardous Substance Removal Certification” in full force and effect at the time of bid submission, in accordance with Section 7028.15 of the Business and Professions Code. Each Contractor submitting a proposal or bid for his work shall complete and submit with the proposal all of the forms included therein, including the Bidder’s Qualifications Statement, Designation of Subcontractors, the Non-Collusion Affidavit, the Pre-Bid Site Inspection Certification and the Signature Page. Failure to include any of these documents with the proposal may disqualify the proposal. The City of Downey reserves the right to reject any and all bids, and to waive any informality in any bid received, and to be the sole judge of the merits of the respective bids received. The award, if made, will be made to the lowest responsible bidder. NO LATE BIDS WILL BE ACCEPTED.
