It has a plastic hinged ring that stays parallel to the cooler with handles , that folds up like a purse, when full of empties or garbage, that detaches for discarding, or reataches for later discarding, or to bring empties back for deposit. The bag is made of a mesh like material, so the contents can breath or dry out. Leaving less of a mess, or smell. Let me know if you would like to buy this.
