A recipe that prospers the people in the United States may work abroad, if the people there choose to try it. BI-PARTISAN BUDGET ----- Preamble: FOR TRADITIONAL EQUAL TREATMENT, OPPORTUNITY AND PROSPERITY, NOW IS THE TIME FOR ELECTED REPRESENTATIVES TO BE ESPECIALLY SENSITIVE TO THE HEART OF THE PEOPLE. ----- Introduction: Equal treatment under the law includes equal taxation under the law; not the same amount, but the same rules apply to everyone, naturally. Proposal: The United States should set one formula to tax everyone at the same rate, 15% of profits only; and STOP every other tax, user-fee and toll, effective now. Discussion: We the people must see clearly what we are doing with our public funds, in order to participate fully and influence public policies wisely. Details of the Proposal: A. Under the legislature's oversight and best accounting practices, let's allocate our public funds from the 15%-of-profits flat-rate tax as follows: .05% for the federal government; .05% for the state government; 1% for local government; 1% for new roads, and bridges, playgrounds, gardens, and parks. Discussion: Walkers need unique and beautiful destinations, some with tables, benches, natural streams, shade, vistas and other amenities. Suggestion: Each neighborhood should buy homes as they come on the market. The people could plant a similar garden in each of these public houses for quick and easy identification. Rest, refuge and recreation could be offered by friendly neighbors taking turns; first come, first served. Each neighborhood could make arrangements according to their preferences. Proposal B. 1% to maintain existing infrastructure, beautiful, free public places, and a wholesome environment, respecting clean water and all the systems God created; 1% for hospitals, libraries, and *schools. Open a school, close a prison. She is well named! -------------------------------------------------------------------------------- Discussion: Shrinking government to fit this budget, elected representatives should disband departments of education. Each neighborhood school displays a special personality which we parents cherish and prefer to nurture. Teachers, librarians, nurses, and policemen deserve $110,000 starting salary, or enough that a single professional can afford to live alone comfortably. Doctors deserve at least twice that much. None of these faithful friends should be asked to submit more than one sheet of paperwork a month to the government!!! We all have better things to do! Besides, the government accounts to us, not the other way around. "Tax-incentive" and "tax credit" are oxymorons. Proposal C. 1% for police, jails, humane prisons with libraries. We expect swift justice with mercy; and laws that protect the smallest and weakest among us, embryos, babies, children, adolescents, adults, and the elderly well or ill. 1% to feed the hungry, clothe the naked, relieve the truly needy; and 3% for the FBI, the military, veterans, and their families; for national security. Discussion: FANS O'FREEDOM advocate bringing home ASAP America's troops abroad, and restoring military bases throughout the United States. That would surely strengthen national security and raise morale. No national security department should spend more than its share of the 3% allocated here. Creating a homeland security department would diffuse responsibility even more than the 15 departments in effect 9/11. 13 of them could be shut down now. Perfect love casts out fear. Government's ultimate guide and means is the freedom of the people. We know not what course others may take, but FANS O'FREEDOM shall never relinquish one speck of freedom!!! God gave freedom to everyone, and we are keeping 100% of it forever! He is our strength and our shield. Proposal: D. 5% the legislature should allocate to other essential projects in the broad public interest, such as paying off debts; restoring family farms and the Homestead Act (40 free acres, a tractor and seed money for the first year); exploring space; research (development being by private enterprise); and foreign aid. Discussion: Elected representatives should pay off debtors ASAP, STOP wasting money, and STOP borrowing!!! We urge every one of them to balance the budget consistently, according to best accounting practices, and to SHRINK the government to fit what we can afford, paying as we go. -------------------------------------------------------------------------------- SECTION II Shall the United States close the IRS? Internal Revenue Service employees do not set policy; they merely act on it. Let's not shoot the messenger, but make better policies so that IRS employees administer equal taxation for everyone (15% of profits only). Tensions would ease between IRS employees and taxpayers. Q1. If the IRS closed, how could we gather taxes efficiently? A value-added tax is cruel. $1.00 is much more to a poor girl than a rich one. Let us remember the poor. Let us remember the children, who should never pay taxes; unless they own a business free and clear, it is out of debt, and turns a profit. Then 15% is fair and imposes no personal hardship. The 15%-of-profits flat-tax budget set forth above could work well through the IRS. |
